What about independent living? This would provide meals and simple housekeeping. There is also a low level of safety monitoring with call buttons and staff that keeps an eye out for residents. Depending on where they live it can be as little as $2000 a month for an apartment. They also have car service and bus transportation. When you add up all of the costs of living in a home and having a car it's no more expensive. They also have home health care agencies who can provide help with showering or other needs on an as needed basis for a fee.
Your dad is going to need help. As mom gets worse it will get harder and his own health will only get worse too. Search for independent living in their area. I think you will be amazed at how affordable it is. You could also look for places closer to you so it would be more convienent to help them out.
They do have friends come by, but everyone is so busy with their own lives I'm not sure who could come on a regular basis, but maybe he could ask someone to start doing that.
Also if they own their home it can be sold and at least the interest applied toward rent. Independent living would be good for both of your parents. They would have their own apartment so they stay together. Meals are restaurant style so dad doesn't have to deal with this and they have a cleaning lady every other week.

A great resource is aplaceformom.com. They are free to you. Just go to the site and put in your name and contact number. They will have a social worker from your area call you. Really great people with lots of experience. You explain the situation. They will explain the options and the things to watch out for. They can also recommend places to look at. They don't get involved in the actual transaction, thats between you and whoever. They are supported by these organizations so once you figure out what you are looking for it's a good idea to check the phone book to see if there are other options at the same level. Generally the best places are on their lists.
I found that invaluable as caregiver relief when I could no longer leave my husband alone at home, He was going four days a week until he had to be admitted to a nursing home because they could no longer cope with his complex needs.
He resisted it at first but gradually accepted it. It was not very expensive and I was able to deduct the cost from income tax.
