I have the same experience. Every single muscle had atrophied, before I achieved 'homeostais' (thinking positively)! Although I've been dedicated to my exercise routine, my arms & upper body in general, remain weak. At times I question whether the atrophy will ever resolve, but I keep trying.
I do not believe steroids are the culprit, rather proteins/enzymes and interference in the absorption process, are involved.
I definitely had that problem before going on steroids but since the steroid treatments for my Addison's the weakness and pain has gone away. Along with taking the steroids I did increase my intake of Vitamin D and I also increased my workouts which has really helped.
