How do you get someone 57 years of age diagnosed

How do you get someone 57 years of age diagnosed.  My brother is 56 and going 57 this June.  How can I get him diagnosd without costing money as I am unemployed at the moment and am looking for work in Richmond, BC Canada.  Anyone know of a job here?
