Another Crazy Update

So in my last update I mentioned that my sister and her pal wanted KC to sign over guardianship. Now I find out that KC's worker (long story, but her worker is from her days in foster care and still meets with her monthly) told her that if she didn't have someone to take over guardianship when she left the hospital that her baby could be taken from her.This doesn't make any sense to me. She will be 15. Why would she need to sign over guardianship? She is legally the baby's mother. The pregnancy support centre said that every nurse and doctor would pressure her towards adoption, but that it was her choice. But then the worker said she has to surrender guardianship. I've been trying to google it because it's stupid oclock at night, but I don't really know how to go about researching this.
 
And if this is true.....are thier laws in place to protect her when she want's guardianship back? I live in Alberta, Canada, And I've known teen moms, and never heard about this guardianship thing.
