A FABLE I am putting this in to preserve it ,,

The best way to explain why public employment is getting a bad rap and is being unfairly accused of something that is not true is to wrap the thing inside of a fable ,,,,,you are free to use this to respond or share,,,I think this is pretty good and accurate,,,bear with me here... One day about 25 to 30 years ago,,there were 2 horse,,( for the purpose of this story forget the ages of horses ,,,,it is my story ,,and these horses can be ageless)..one was  called Public Sector and one was called Private Sector,,,,now back then on any given day each might beat out the other ,,they were fairly equal in all respects..they basically had all the same equippment ..private sector has some things which public sector admired and visa versa,,,but they were pretty competitive,,,and the rules favored no one in particular,,,the both horses and their handlers got along real well,,,,As the years went by the rules began to change and shift,,,at first it made some minor differences, but nothing major ,,,over time the rules and demands became more tilted and the outcomes began to change,,,the race then began to become very one sided and basically unfair,,,now,,,,,time went by quickly and rules changed dramatically,,,Private Sector became wobbly and hurt his foot,,,Public Sector began to overtake and create problems as seen by Private Sectors handlers,,,foul ,,,foul ,,they cried,,,Now ,,instead of fixing Private Sectors legs and doing the surgery and P/T and doing all  the right things,,,,they began to insist that Public Sector be handicapped  and the race to be fixed ,,which meant again altering the rules,,,,and in the last analysis they wanted Public Sectors leg to be injured or the horse to be made ill,,,and that is what happened ,,,, The Result ,,,Public Sectors capacity got hopelessly deminished where he could bearly run anymore ,,,,and Private Sector's handlers cried foul at every turn...where they would only run on tracks favorable now to Private Sector ,,,, Both horses were so misused and taken advantage of that neither of them ever ran again at the same level,,
