Messages and Hugs are two separate functions. When you go to their Profile page, you will see a heart shaped button on the right side at the top - that's the Hug button. Click on that and choose which type of Hug you want (Flowers, Chocolate, whatever), and then type your brief Hug message in the box.

Also on the Profile at the top is the Message box - easy to identify as it has the envelope icon on it. Click on that to write a message to the person.
