To me he just seems like he is really shy. Maybe you ladies don't understand, but guys have been shot down so many times by ladies that they fancied that we can get fearful about making a move that gets rejected.
Just because he is over 20 does not mean that he still does not worry about rejection.
Like I said, I don't think he has the courage to make a move first, so if you like the guy... Of course if you don't like him in that way don't encourage him.

That gives me mixed signals. But, I give them too. I am a very touchy feely person period. So, he sees that with me and probably doesn't know what to think...

Mel, I wish I had all the answers to the questions you are asking. I would not know what to do myself. Hey I give you kudos for skyping. After 26 1/2 years of marriage and total of 28 years being with the same man, it is a scary thought as to how to act or what to do!!! At least that is how I feel!!!

I am sure you will solve the situation. As for me, I say, just give him a New Year kiss and see what happens, no harm in that. Last night I was at the Sydney Harbour Bridge to see the fireworks and see the New Year in (it is already 3 pm, Ist January, here) and I was kissed by a couple of strangers, I recovered and so have they I guess.
