you write your doctor wants you to be active on this site. What do you want yourself? Do you feel/perceive that this site and its people are offering something of value to you (like for instance I do)?
My idea when reading your post was that there may be several options. (My idea, I do not know you and your personal circumstances that is why it is an idea of mine.) You can believe/trust in this site and open your doors (mind, heart) for the possibilities it may offer. You can discuss with your doc that you find this site making things worse for you (that is what I read out of your lines). You can look for another self-help-community of your own choice. You can stay sceptical, hesitant and neglecting to ask the questions that are on your mind in tons...
If I were you I'd go for option 1. Not because a doc said so to me. Because there are great and supporting people on here. Also the upfront sharing of one's experiences is a precious service/support in my eyes. It shows others that they are in company with their problem(s). A big part of suffering to me is feeling so darn alone and as if nobody else shares these experiences. That is not true, though. Whatever it is you suffer from, here are others who share this and know about it.
If I were you I'd look for my number one major question right now. Then I'd write it down without a "why" in it. Why-questions mostly look for someone responsible in my perception.
Instead of "Why I am still negative when I want to job search?" I would phrase it like this:
"What are my negative emotions right now?" without judging them or trying to make them go away. They will go once you identified them and accept their existence.
Maybe you do not like to be told what to do when not convinced. The doctor thing. It seems important to me because you started your post with it. So you can work on being convinced to be here or there.
A solution - once you know the negatives - may be a question (and answer to it): What do I need now to feel a bit more positive? On a scale from 0 - 10. How negative do you feel? 7 would be pretty negative. What would you need to get down to 6?
Those are just examples.
Relating to the state or government and comparing oneself can have a paralyzing impact. "Why keep trying" is an expression of that (for my perception).
"Keep focusing" would be it for me. Our language and way of asking our questions can become a key...

When I asked myself: What has been the light in your being jobless so far? The answer was: I was given the time and chance to "clean up" my inner mess from childhood and go through a deep and very demanding process of mourning the past. I had not even known that I was an ACON (adult child of Narcissists). The stuff that led to my being jobless was about narcissism, too. So wherever all this will lead me to - I was given the chance to understand something about myself and my roots. I feel this was crucial for the rest of my life... I had time to read tons, be on sites like this one and just understand myself better...
