I was,hoping for a response from some of the younger Moms here, but I really don't think child behaviour has changed that much since my identical girls were born 30 years ago.
"Bullying' at this age is completely normal. He doesn't understand that he is hurting his brother. At 1, there is so much going on in his little world. Walking,teething,becoming more aware of a sense of self.He has no way of communicating his pain or frustration so he acts out.
The best way to handle this is to remove him from his brother, firmly telling him that " You may NOT bite/hit/push your brother. We share our toys. Be nice to your brother" You may not think he is old enough to understand but you will be surprised.
Distraction and separation at this stage is best. Perhaps a 'time out' for 1 minute, telling him the whole time to "Play nice". I do NOT believe in the advise to 'bite him back'..all that will do is teach him that Mommy is allowed to bite but he is not. Lots of luck.
My girls are now married and mothers themselves and are still as close as ever. In and out of each others homes almost daily.

Happened twice.
THIRD time... child reached, grabbed the back of their head and rubbed and stopped, never pulled again.
That works for hair pulling and you don't have to pull as hard as the child - just get their attantion without them kmnowing it is you pulling.
Biting is harder to deal with.
I don't advocate purposely harming a child. But if they don't get it any other way, all you are teaching is that a behavior hurts.
