Agree with you, your twins are too little to cut out naps.
My twins are 2yrs and 3mos. They, too, started climbing out of their cribs. However, I had noticed that this was the case when they had no sleeping bags on. I had taught my children to sleep in their sleevless sleeping bags from early on, so during nap times and in the evening the ritual was that they would put on their little sleeping bags and drink milk. They still take naps for two hours. Maybe here's how you could convince them to stay in their beds.
1. Have you noticed whether it was after certain foods and sugars that they are reluctant to take a nap? Could it be that they are not tired enough? Mine start feeling sleepy already at lunch.
2. Do yours sleep in a sleeping bag? In the summer mine wear very thin ones and like them. Plus it hinders them from climbing up.
3. Have you considered slightly changing their sleeping patterns? Could it be that they go to bed late, get up late and are not tired enough after lunch because they still eat at that same time?
4. As a last resort, here's a trick I tried. I gave them two new cuddly animals. They like to imitate us adults at this stage. I said "Look little Theo (the sheep) would like to take a nap, do you want to go and put him to bed and cuddle with him." Then I opened one or two bars of their crib, let them climb into their respective cribs, cover their toys. They cuddled with them and fell asleep.
