Well, about this question 'can I start some type of puberty blocker, or is it too late to make a change?' my answer is no, it's not too late, you are still in puberty, you're not fully developed yet. Even though if you were no longer a teenager, testosterone changes your body A LOT.
'if a gender therapist *diagnosed* me with very serious dysphoria, and suggested I got on hormones soon, could my parents flat out refuse, or would i be allowed to start T legally, without their permission?' my answer to this one is you can't get hormones without your parents permission when you're under 18 years old.

A therapist nor doctor can force a parent to authorize hormones and again you wont get testosterone until you are 18, they may give you anti androgens to suppress puberty, but they generally wont do the cross hormone therapy until later. The fact is your parents absolutely can refuse to let you have them and there is little that a medical professional can do other than recommend it.
As to it being to late.... there is no such thing. I started transition at 32 years old for mtf. i have some ftm friends who started when they were in their 40s. Keep in mind that in all cases we never went on any form of puberty suppression early on because it didnt exist. Yes it helps in that certain aspects can be kept from happening, such as hip widening, and breast growth and so on, but it also has significant risks such as ovarian cancer, uterine cancer and so on. in the end you will essentially go through the same steps at any age and you'd likely have to have breast reduction/mastectomy and all anyway. So in the end you wont loose anything waiting except a bit of hip growth which if you are already having periods has already happened anyway.
As i said, put all this effort into school, get yourself into a position where you can get a good paying job with decent benefits and you will be set for anything. you can do whatever you want then and no one can stop you. If you did something like say ran away, you are setting yourself up for a VERY difficult time financially. I know it sucks really bad to have to deal with it... I did it for 32 years. But learn to love who you are and focus on the future. You have a Huge amount of time ahead of you to do this, so do what you can now and what you cant, plan for it later. Thats my advice. hope its of some help.
