Sexual abuse is a relative cultural term used to describe sexual relations and behavior between two or more parties which are considered criminally and/or morally offensive. Clearly, consent would not be given if the victim said, "no". But there are loads of situations where informed consent would not be given, even without saying "no". These include the victim:
* saying, "yes", then changing their mind and saying, "stop" (verbally or non-verbally, for example by closing legs)
* saying. "yes", but under duress / threat
* saying, "yes" to one thing, but having something else done to them
* saying "yes" to something without understanding what they are agreeing too (so the consent was not informed). This could be due to age, incapacity, language issues, deception or whatever.
* being too scared to say, "no", so saying nothing
* being incapacitated through, drink, drugs or anything else, so saying nothing
* being unconscious so unable to say anything.
I don't mean that a person has to actually SAY, "yes", each time. Consent can be non-verbal but clearly communicated and implied consent, such as within a stable relationship, is fine. Just so long as that consent can be freely withdrawn (sometimes very subtly) and such withdrawals are heard.
