Sorry, I don't know the legal system so can't advise you even though you said you didn't want to go thru the legal system. I was wishing I knew it so that you could find a loop hole in it and go thru it without him finding out.
Is it possible for you to move to another state? You may not want to, but is it possible?
In the meantime, obviously, try never to be alone with him around.

it would be my honest recommendation that you do report this person, even though i know you're scared, because a monster like him should never be allowed to hurt you, your sister, or your sister's children. the fact that he has been constantly attacking you is proof in itself that he is very dangerous and should not be allowed near you or your family. you will not loose them, you will save them from suffering how you have suffered.
i reported my abuser to the police and it was really scary but i don't have any regrets at all. the fact that he threatened you the way he did is evidence that he is scared that you will report him which is exactly what you should do.
can you talk to a lawyer? there are many sexual abuse attorneys out there who can probably tell you more about the legal aspect than i can. you may want to just to find out what legal protection you are qualified for. i'm sure you can at least get advice for free if finances are an issue. that would be a step in the right direction.
don't be afraid, everything is going to be okay. just take all of this one step at a time. you'll know when you're ready, be kind to yourself and give yourself as much time as you need to feel that you are doing the right thing.
