This is a conversation to have with your parents AND your brother together.
What he's doing is pretty natural for a boy his age ... but he needs to have more respect for you and your feelings. He needs to find a private place (maybe the bathroom or another room where he can have some privacy) but a shared bedroom is NOT appropriate for him to continue those actions.
Instead of "embarrassing" him in front of your cousin or school friends I think it would be better to approach this as a real problem (which it is) and ask your parents to get involved.
I don't think it has to be any major meeting or drama scene but if you're all home one night call your brother and parents into the same room (kitchen is good, since it's neutral) and say, "I've already talked to (brother's name) about this issue but he's not respected my request so I'm bringing it up to you. I want him to stop masterbating in his bed while I'm in the same room. It bothers me and I find it offensive."
Hopefully your parents will take it from there. If not, then you've achieved the "embarrassment" factor that was suggested previously.

At that age, most if not all guys "whack off" at one time or another. But it seems to go to one of two extremes: The vast majority of guys would be absolutely mortified to even talk about it, much less to actually be caught doing it. If he's not like that, then he's probably in the other extreme of guys who get off on being observed. If its the latter, then ignoring him is the best route because calling attention to it or even embarrassing him just feeds his fantasies.
Other than that - hang in there! Maybe he feels that it isn't a big deal - does he know that you were abused? Maybe if he knew that it IS a big deal and not just you being annoying.
