I'm sorry this happened to your daughter. Actually, I'm sorry this happened to both of your daughters. I don't know if your older daughter is aware of the situation, but it should send up a red flag to her as well, because even if what he said was true, that he believed she was her sister, that means he was willing to take advantage of her when she was passed out and unable to consent. Nothing about this is okay, and I hope your older daughter will get this man out of her life as soon as possible.

As for your younger daughter, as someone who has been in her shoes, I'm able to sympathize with her. I obviously understand why you're upset and want to take action immediately, and as she is a minor, you may have the power to do that. However... Forcing her to talk when she's not ready to, or to relive the incident for the cops or a doctor might cause an adverse reaction where she freezes up and denies it, or chooses not to come forward out of fear. It's a delicate situation that must be handled with sensitivity and finesse.
She feels comfortable enough to talk with your girlfriend about it, which is a good sign. At least she's talking to someone. I think you're doing the right thing at the moment by encouraging your girlfriend to help her find the courage to come forward and talk about it. Just keep reiterating that she's done nothing wrong and should never feel guilty or ashamed. It's all the fault of the assailant; not her.
Maybe you could look into the resources available to you, as a parent, and see what legal action you can take in the place you live. But do remember that your daughter is probably hurting and confused right now and she needs time and care. like I said, I understand why your immediate reaction is to make sure he doesn't get away with this.

I am so glad that your daughter feels comfortable sharing with your girlfriend. I would encourage you to speak with a licensed counselor and not pressure your daughter to tell you. I was horrified and scared to tell my parents of my experience, but I had a good friend that encouraged me to talk to them. I told them very little initially, but as we spent more time together I would disclose a little more of what happened.
It really helped to know that my parents still loved me. The shame is overwhelming and the time that we spent together was really important.
