My upstairs neighbors are arguing again. I hear all sorts of foot stomping, door slamming and general "rumbling" noises.
Here is the history on them. I have lived here 4 years and they have lived here 3. When they first moved in it was Gramma, Mom (who is about my age) and a teen boy and a teen girl. All in a 2 bedroom apartment. The kids have since gone off to college and the fighting hasn't been so bad. It was horrible when the daughter was home. The police were called several times and it was so bad one time that an ambulance came and she was gone for over a month. I enjoyed the peace and quiet.
I have only had a few brief conversations with the "mom". She has shared with me that the last 2 men she has dated have taken out restraining orders on her and accused her of stalking. She mentioned being on a laundry list of medications plus drinking heavily. She decided to go off these meds which was shortly before the trip in the ambulance.
Fast forward to the past month. Mom and Gramma are constantly arguing. I mean we all argue but this starts at 6AM and is still happening when I get home. Mom works or did the last I knew. She is a teacher aid in a high school. Gramma doesn't work. Sister lives nearby and drops her dog off every morning.
The arguing and rumbling triggers me. I get in a total panic when thinking about calling the police. I don't know why but I do. part of it is I am afraid of retaliation. Part is I am not sure IF calling the police is the appropriate action.
Update: Someone called the police. I just let them in.

I'm guessing they rent??? How about calling the landlord?
I get triggered by the bumping around of the three kids next door. Drives me bonkers. Also bothers me when I see the cases of beer that go in and out all the time...
Want to live on a huge farm with neighbors a quarter mile down the road...

Barring that, can you buy a lot of cheap area rugs and nail them to the walls/ceiling as noise-buffers? I've done that. *sigh*

Do they know about the poop? Maybe they should give her the 24 notice to do an inspection; I'll bet they find a HECK of a lot more in there than even you realize... Could even be a fire hazard over there.
Then, I'd threaten to contact your local government agency to report your complex for not taking steps to evict her. This is not right. You deserve to live in peace.
I struggle so much with calling the police or even the landlord. I mean , it terrifies me. The landlord I can manage but the last time I had to call the police I was literally crying and shaking. I was curled up in a corner totally having a melt down. I don't know why.

I don't know how _I_ would ever make that call again. It's a horrible feeling.
I tried a lot of things to 'passively' help -- music, earplugs, music through headphones, TV, white noise......
Rugs can definitely be a big help.
I also agree that .... you're far more vulnerable if you 'go this alone,' so ... enlisting the help of neighbors ... in going to the landlord or the authorities ... could be hugely helpful.
I probably shouldn't weigh in on stories like yours. I ... probably can't be objective. Please take my comments with that hefty grain of salt.
When my story started ... one option was to move, but ... for a million compelling reasons ... I simply couldn't.
If your situation gets worse, or doesn't get better, and you ARE in a position to move ... sometimes it is the best answer.
You and your neighbors could also make contact with a landlord-tenant legal clinic, explain the situation, and ask their advice.
I do NOT mean ... start a lawsuit. I think that's a last resort. I mean ... they can often help you get your needs met without going into litigation.
When dogs bark, now ... nearby to the house in which I'm staying ... it takes me back ... right back .... to all of it. I understand. Whether it's barking or fighting ... pretty much the same deal.
I hope it gets better. It's a misery.
They make sound proofing board that you can put up as well and doesn't need to have anything to put up on ceiling if you have it cut so it fits tight enough.
I don't have trouble calling to many people but police and landlord's are some I can't do easily if at all. The landlord I have now is great so I could call him easily. I know my landlord does things here cause we hadn't even moved in yet and the neighbor was leaving a 12 week old puppy out in the freezing cold and we called him and he took care of it. Than the next time I got the courage to go over to the neighbor myself and she took the dog in. Next time I will call animal control. I won't watch a kid or animal be hurt. I got courage from the landlord this time cause I knew he was on board. Although now my neighbor won't speak to us but I don't care accept it makes it a little uncomfortable. Good luck.
