Need advice; worried my brother is losing it

My brother has always had issues. I looked up to him and he was a good looking basketball star. He seemed to worsen after he graduated from college. I feel badly because I pushed him away after I had a breakdown.
One day a few weeks ago, he scared me because he was talking about gang stalking and how people were following him. I tried to talk him down and told him it's not real. I uploaded an old basketball photo of him today and so many of our old classmates liked it on social media. But I looked on his mostly empty page, except for photos I've tagged him in, and found something scary. I've tried to get him to a counselor, but he won't go. The scary thing is he wrote this in September.
He's listed his birth year as the year he graduated high school. He commented under his birthday listing as follows: (I changed personal info to blank):
My name is Blank. I work at blank in Blank and I am being mercilessly stalked and harassed by authorities with the only aim to create a crime and not prevent it. The militarization of our authorities is totally apparent and they only care about one thing: their authority is paramount. You get on their list and they will create a threat out of you fair or not. They care about one thing: following their agenda, proving that you are an enemy, a threat, someone who has no rights. They tilt the game to their liking creating fear and signaling you out as someone who is a threat. I have been threaten with guns and violence; cars stalking me at night at my work and during my excerciise. What appeal can I give?? Who to turn to??? They want one thing and one thing only: their word their truth realized. I am wondering if their new threat will be realized: me dying in a car accident????

There are also allot of paranoid delusions out there, too. My own family tree is chock full of them. I disowned my birth family rather than deal with them at that level, but can't seem to disown my sons for inheriting the family cycle, despite my best efforts to protect them from it.
Sure wish I could just stick a screwdriver in their ears and torque the nuts. Maybe they could even return the favor.
As it is, I take their illnesses play by play. I keep my primary focus on my own health so that I can be ready, willing and able for effective measure when the next play presents. Love will find a way at the speed of life.

And, since mental health care in my state consists of "shut up and sit dwon and take this mind-numbing pill and go away".... if you're lucky... are there resources at a national level (Veterans Admin, or similar?) he can try to take advantage of? Or you can turn to for advice?

This sounds like it has affected the 20 years you mention of and may be progressing.
Being afraid, paranoid of authority figures usually includes doctors, so I doubt you would be heard from him if you suggested it. He may list you as one of the other side, with total withdrawal. He does need an eval.
Flip side? What if he is someone they are watching for who he associates with? (did he or does he self medicate with illegal substance?) That plus a drug induced paranoia will escalate.
Gentle hugs, but loving from a distance may be what you need to do.

If you think he needs help but he won't be willing to get it, you could try reaching out to him on Facebook, printing his responses, and taking them to a local mental health facility. What he says may be grounds enough for them to admit him for a 24 hour observation and get him in front of a therapist for an assessment.
I am sorry you are stuck in the middle of this; my younger brother has PTSD and it is manifested differently than mine. I watched him nearly kill himself drinking a few years ago trying to cope with the things he has survived.
It is always worse, I think, when we are in a position to watch the people we love hurt.
