I was the only female ranked fulltime on the faculty where I worked for the first 4 years I was there. What I discovered is that strong, assertive men where considered competent and that was a good thing. But the same skill, strength and assertiveness displayed my a woman was quite likely to get her labeled a bitch - obviously a derogatory perspective.
To me it is cultural, and culturally women are/were expected to 'stay in their place'.
What makes someone mean (man or woman)? Is it their role models, their insecurity, the acceptance of their behavior by others? If there are in and out groups, and if for example a pretty cheer leader is considered in and a nerdy shy girl is considered out and bullying begins from an in-group member, then gender is hardly the controlling factor.
Maybe females are acquiring the freedom to express social malfunction more these days but their gender is hardly the cause behind it.
Our society needs to look harder at what it means to be kind, civil, humane and why it's important for people of all genders.
