I guess the answer is how important this friend is to you. It sounds as if you want her as a friend, you will have to get used to her "forgetfulness." Personally, I would just give up because it sounds too frustrating and disappointing. Friends don't constantly disappoint us.
You could speak to her about it, but you may lose her friendship altogether.
If you want to keep her friendship despite her shortcomings, you might just call her when she "forgets" to call you and tease her about her bad memory.
I used to have a friend in high school who is still my friend. She could never commit to anything. That was just her. She is a wonderful person, not the best of friends with anyone but adored by everyone.
I hope you can sort this out. You have to do what you think is best.
