Abuse is a general term for the treatment of someone that causes some kind of harm (to the abused person, to the abusers themselves, or to someone else) that is unlawful or wrongful. No one deserves abuse, period. Abuse can be emotional, physical, or sexual.
You don't mention your age or the age of the children involved. The younger they are and the older you are, the better the chance is of you being able to voluntarily take on the responsibility of these children. If you are still in school (high school or college) then your chances may be a lot slimmer, simply because foster care would already be set up to handle them, and the sacrifices you would have to make would be seen as too great.
Bless you for trying to do what is best for these children. Bless you for trying to make the parents see the error of their ways. Bless you for the self-sacrifice you are willing to make. Just don't get your feelings hurt if the courts/CPS doesn't feel like you are the best place for the kids.
One sad reality is that if the kids are teenagers, then CPS is much less inclined to do anything about it, simply because the caseload for younger children is so heavy and older kids are seen as being close to ready to be on their own anyway. CPS tries to work mostly where there is the greater potential benefit, which prioritizes infants, toddlers and grade-school age children first, and those with serious and verifiable cases of neglect and/or abuse. I'm not saying this is right, because it generates a huge faction of children at risk at a very vulnerable time in their lives, and these children often end up falling through the cracks. All I am saying is that this is the sad reality of things.
