Physical & Emotional Abuse Support Group
Abuse is a general term for the treatment of someone that causes some kind of harm (to the abused person, to the abusers themselves, or to someone else) that is unlawful or wrongful. No one deserves abuse, period. Abuse can be emotional, physical, or sexual.
My partner and I are planning to move out of state eventually. But, right now I'm in a lease and if I break it I have to pay the rent costs even though I'd not be living there. I can not afford to move right now.
The Landlord won't boot him out because so far all the complaints are verbal and without my written statement to the police their hands are tied. I'm in a catch-22 and completely screwed.

Your landlord is WRONG, dead wrong. When you are being threatened like that, you can break your lease. I believe the word for it is implorable , ie meaning unlivable. You cannot live there. You are being threatened. Your life has been threatened, ie you live in an implorable situation.
Pack up asap and get out. Tell your landlord if they want to take you to court for back rent, you will be there with the police you called the many, many times on the psycho they won't throw out. I bet they will back down and NO judge in their right mind
is going to tell you that you have to pay money for saving your LIFE.
Pack, leave, go.
