Abuse is a general term for the treatment of someone that causes some kind of harm (to the abused person, to the abusers themselves, or to someone else) that is unlawful or wrongful. No one deserves abuse, period. Abuse can be emotional, physical, or sexual.
They'll do all sorts of things to accomplish this, including trying to tell the victim all sorts of lies about why they shouldn't be doing those things (and a big give away of when it's abuse is when the abuser always tries to justify their reasons with some nonsense about how those activities somehow make the victim "bad" in some way or another).
Just as importantly, are they individuals who know about all of these instances of abuse or dangerous behaviors on the part of your parents?
...Part of being an adult is making your very own choices...and mistakes.
You learn and grow from making mistakes.
Even if she's trying to control you with the very best of intentions?
It is really, really time for her to let go and let you be the adult you are in actuality.

Trust your gut.
your last comment though got my attention.
You asked "why wouldn't she let go".
It's not about her, it's about why you stay.
I don't mean to be cruel, I want to ask why YOU won't let go. You seem like an intelligent
young woman, you've been given much sound advice to help yourself yet you choose to stay there.
I know you said you were concerned about your siblings, how are you helping them staying there and trying to protect them from obvious abuse? Giving a young child alcohol in their bottle is potentially life
threatening.
I hope you will go back and re-read all the advice you've been given and take action.
You are legally old enough to get yourself out, call Social Services and get your siblings protection that you can't possibly give them.
From what I've read, you are in a no-win
situation, the only "win' would be to get yourself out and get help.
It is all your choice, that is a given, I only hope with all my heart you do what needs to be done for your own well being as well as that of your siblings. If you won't do it for yourself, do it for them, they'll more than likely end up with long term mental issues the longer this abuse goes on.
I speak from experience, childhood abuse of any type is not at all easy to come to terms with and remotely overcome.

rest of your life,
possibly shortening
it considerably. . . .
wouldn't it make sense
to get the disease
treated?
You have, (through
NO FAULT of your own),
been emotionally INJURED.
That injury REQUIRES TREATMENT.
Left untreated, you will
endure/suffer LIFELONG
consequences, resulting
from that injury.
