Abuse is a general term for the treatment of someone that causes some kind of harm (to the abused person, to the abusers themselves, or to someone else) that is unlawful or wrongful. No one deserves abuse, period. Abuse can be emotional, physical, or sexual.
That's a comment straight out of
the mouth of a violent ogre in a "fairytale."
In the real world, that threat
is VERBAL ABUSE.
As a grandmother, you might not have
the actual authority to prevent contact
but if you have any influence, I'd lobby
to keep this innocent child away from
that abuser.
Finally. . . . you asked if
this is the norm for an abuser?
Yes. It's the abuser just
doin' his thing. And his
thing is to abuse.
I'd lobby to keep the child
away from the nauseating ogre.
Some abusers use humour or laughter to buffer what they really mean. Hour was sending s message in his own sick and twisted way.
Good for you for taking a stand and coming here to deal with it.

I would consider not allowing your grand daughter around the narc. That is just too creepy and potentially dangerous. He graduates from narc to sociopath.
