Abuse is a general term for the treatment of someone that causes some kind of harm (to the abused person, to the abusers themselves, or to someone else) that is unlawful or wrongful. No one deserves abuse, period. Abuse can be emotional, physical, or sexual.

I was in a similar situation to you, at an even older age. In my case, it was the fact that my vida did not allow me to work ro support myself (I'm foreign) so I had to depend on my parents, which caused them to become VERY invasive on my privacy (even at 29 years old!), disrespectful and just make my life rather hard. That, in addition to the abuse I received as a child. So I know it isn't easy.
You should definitely contact a lawyer and/or social worker for help with your insurance situation. I'm hopeful there is a way for you to work that out and still gain your independence. Good luck!
It's really hard to move on when you're being emotionally abused.
Just take it step by step, and you'll accomplish whatever you dream of! It might not be easy at first, but you can do it. :)
If she's abusive, she might also be trying to hold you back from being independent. My mom did that to me (she's codependent, so relies on me a lot emotionally...she didn't want me to succeed, because then I wouldn't "need" her).
I don't know what your mom is like, but it might be similar? Or I'd bet she is at least holding you back in some way.
Even so, you will succeed and be happy eventually, starting step by step.
