Abuse is a general term for the treatment of someone that causes some kind of harm (to the abused person, to the abusers themselves, or to someone else) that is unlawful or wrongful. No one deserves abuse, period. Abuse can be emotional, physical, or sexual.
She needs to put them first. She was strong enough to leave, but it is still very hard to stay away. Is the bf the father of your nieces? Can she change her cell phone number (she should be able to for no charge if there are harassing calls)? Can you block calls from his number? She really needs to be able to cut communication with him.
Was he violent when she left? Do you feel safe with her and the kids there? She may be able to get an order of protection, or you can if he has been on your property and has threatened you or those living with you.

She is also right that if you, her, your neices or your property is in danger or has been threatened, you need to get an order of protection so that he doesn't show up unexpectedly and if he does, you can have him arrested.
Also, contact your local DV shelter and ask them about counseling programs that might be available in your area for her. She DOES need to "detox" from him, and that will only happen if she cuts off and refuses contact with him. If he is the father of the children, that will be harder, because he will have some visitation rights without a restaining order.
