Normal for 8-11 year olds to Abuse little kids????

OK so some of you have read my other post and know about my boy and the 10 year old neighbour. We have called child services and been told its normal.. They would not start a file.
Today we went to the DR office not know what else to do. Once agin we go told this was normal. That boys in the age range of 8-11 do this kind of thing all the time and its normal. That once they get caught they stop. That they do target younger kids because they are willing.. So what this is normal for my child to have an older boy lick or suck his dick? Am I the only one thinking this is wrong? That it is not normal for this to happen to my boy?
Has anyone else ever heard of this? What should I do now? No one is willing to help us. My boy seems fine. But what about the long run. Am I over reacting? should I be just letting this go?

I woudnt let this go, If someone told me this was normal then I am glad I am not normal. What child at this age would even know something like that?

It is NOT normal. My family is in a similar situation. We just found out the 10 year old boy down the block sexually abused my 7 year old son. We had just moved in, and my son had no friends. Him and his brother were the first on the block to welcome us. This older neighbor boy started slow and took advantage of my son in every way possible. My son just told us and he is traumatized and having anger and trust issues. He is displacing these feelings onto other situations and things but they all stem from the abuse. He is confused and is worried everyone will find out. He is crying every night, worried that no one will want to be his friend at school and that everyone will think he is gay. This older boy gave my son quite an education too. He told him about sexual intercourse and gay humping. I don't want to push for answers but I don't know how much information my son received and how confused he is. He comes in and out of discussions about the abuse. He turns on and off like a light switch. If this were normal he would not be reacting like this. It is so hard. We filed a police report but elected not to do the VSI. We thought why since the police already said nothing could be done to the other boy because of his age. My son is hiding in the house, not sure who he can trust and the other boy one day after the police talked to his family is out playing at the park with all the other kids in the neighborhood like nothing happened. My heart goes out to you and your family I truly do know how you feel and what you are going through. I am here if you ever need to talk, or support. Thanks for sharing your story I am feeling lost right now. Yesterday was the anger. Does not seem right that nothing happens to these boys.

OMG, somebody has to be able to do SOMETHING. That older boy is big trouble, and won't stop without intervention (and maybe not even then). Please consult a therapist for your son, and perhaps for yourself. This is extremely stressful for a family, and you need personal support. Call your district attorney's office. Sometimes they are more enlightened about sexual abuse laws and resources than local police are. Please have a look at www.mosac.net -- full of invaluable common sense -- and I will bump up a list of all kinds of other resources.
