A friend just did her daughter's 3rd birthday party and she did "ice cream scoop cakes" Basically took some muffins and put them in ice cream cones and then the kids got to decorate their cones. It went over really well.
Right off the bat some ideas that are perfect for 3yr olds are: music games (hokey pokey, chicken dance), a bean bag toss, bowling using empty 2 liter soda bottles and refilled with glittery water, a balloon game where they try to keep balloons in the air,
Maybe you can spread a big piece of butcher paper and supply a variety of crayons, markers & stickers so they can create some art.
It is a lot easier to come up with activities when there is a theme.
