I would calm down right away! If I have learned anything I know about the frustration with potty training and wanting to lose my cool, but it just makes it worse. By kind he is a little boy and boys do like to experiment in weird ways! Dont yell at him! Calmly show and tell him what is the "right" way to do his business. it is harder then just yelling but more effective. I promise. It will take time, but he will get it. He sounds like he is going to be a wonderful part of your family and give you lots of laughs in the future :) also PRAISE PRAISE PRAISE when he dose it right! even have a treat for going the right way in the potty! Also my son is 5 and still makes a mess on the seat. They are still children and children make messes. I even have to tell my 5 year old not to touch his poop.
my mom wasnt going to school but she was always busy with something and i was a very social kid and always had to be in the middle of everything. mostly i was board not getting enough attention and i had a hot temper.
I agree with the others praise good behaviour and do your darnedest to redirect bad behaviour without loosing your cool (too much).

I think boys will be boys but that same time they have to learn we done pee on Mr. Potato Head, which it does sound kind of funny!!!
I would have him clean up his mess when he does it, everytime, make him do it with you.
You can't prevent it unfortunally but when he does it he needs a time out or something for him to learn we only pee in the potty
