There is a difference, most men who are not gay don't think about doing sexual things with other men. That said, more women might say, let's get together and share feelings rather than sleep with a guy.
I stumbled upon something while doing an internet search a few years ago. A study on women with PCOS (who on average have higher levels of testosterone than women without PCOS), found a larger percentage of them to be lesbian than their non-PCOS counterparts. So, my argument against labeling yourself and announcing your sexuality to the world as a teen would be that hormones are still changing drastically. The way you feel is related to those hormones, and could change, especially if there's an underlying medical condition.
I think is important to discuss the philosophical aspect of life and then narrow down to where is this comming from. Does she fell sexual desires? What are her dreams? How does she see her future? Kids are exposed to education in schools that is meant to help those few exceptions which were born differrently but somehow resonates with others as well. To make her fully understand what it means you should talk and have the right guidance on how before she starts experimenting. Some things cannot be taken back. Kids are not mature at this time and are super sensitive especially girls.
