Summer school!

Whether it be official or just working on the items that she struggled with.

Repeating it should be enough. She will have lots of friends comment and knowing she is behind is pretty hard on her. I would also consider some help over the summer so she doesn't repeat the same issues next year.

Summer school and then make her work off the money it cost to send her to summer school.
