My kids do that at 7:30 also, so I don't think it's the time of night. :) I think in part they want to spend time with you, but also in part they have a little bit of trouble getting settled down on their own. I don't know if you can do this, but with my kids (the younger ones are 5 and 3 and they definitely work off each other's energy and shenanigans) this is what I try to do. I make a deal. I say, "The first one to brush his teeth and get ready for bed gets to pick the book." That helps a bit to motivate them to get that done. Otherwise, who knows. Then I promise to be right outside the doors (their rooms are right beside one another) for 5 minutes IF they are quiet with their heads on the pillow. I sometimes play music or play white noise. The little one sometimes ask that I sit on the bed for 5 minutes rather than stand outside. There's something magical that happens in that 5 minutes. It's like their brains slowly, slowly, slowly slow down and settle. I leave the room well before they are sleeping, but they are calm. On days when they still won't settle, I close the door and tell them I will be back in 5 minutes to check on them to see if they are "ready" to be calm.

It sounds like they may either have too much energy or they are overstimulated. Possibly sugar, as well. Are your children getting enough physical activity? What about screen time? My daughter is 4 and she does have screen time regardless of the electronic but I do try to turn that off about an hour before we get ready for bed.
