Obsessive-compulsive disorder (OCD) is a psychiatric disorder, more specifically, an anxiety disorder. OCD is manifested in a variety of forms, but is most commonly characterized by a subject's obsessive (repetitive, distressing, intrusive) thoughts and related compulsions (tasks or rituals) which attempt to neutralize the obsessions.
This has nothing to do with arousal or anything sexual...it is a form of transgression. I look at private parts, men or women...regardless of age, good looking or not...it is just something I can't help myself from doing and the more I think and fear it, the more I tend to do it. I asked myself why...a thousand of times. Personally, I believe that I stare at other women's private parts because of jealousy and I see them as a threat (unconsciously); and I stare at men's private parts because of the lack of intimacy. I am so sorry that you are going through this at a very young age, my suggestion is that you talk to your mom and tell her. She might be able to comfort you and it might alleviate some of the problems.
