My husband is hypothyroid and has Congestive Heart Failure. His cardiologists tell him to weigh every morning after urinating and if his weight goes up more than 2 lbs in 24 hrs or 5 lbs in a week he needs to contact the clinic right away. I try for the same plan. There can be a connection between the thyroid and CHF; and water weight is a big issue for CHF.
most of time it is due to temporary water gain, partical digest food,n/r the juice that body make while it is in process of digesting food, The later may not apply.
To set my scale to correct setting. I match it w Dr offc scale. mine appears/is set 3 lbs. more than if it was set on 0. it is pre set on 0 when I step on it. that gives me correct weight.
I used a magic maker, n out lined my scale on certain spot in my kitchen. I can set the scale slightly outside the drawing, the scale indicate more than it always does when the scale sets completely inside box area.
Occass inal I check my home scale with Dr offc scale.

I weigh every Friday morning after I pee and before I eat anything, just barely bday suit level lol. If I exercise that day I might weigh again after I exercise before my shower (as I exercise in the morning before I eat or drink anything).
My scale is a Biggest Loser Scale (goes up to 400lb and my highest was 330) from Walmart. I think I got it for $20 or something. It's pretty accurate and have had no issues with it.
I don't know if any of that helps at all since I haven't had your problem, but I hope you can get it sorted out soon cause I can't imagine how frustrated you must be. Good luck!
