I think that the hospital or practice technically owns the records but I
would check with the state medical board about this one. It seems for continuity of care that the records need to be shared with the doctors who
are treating you now. Having worked in a hospital there are always fears
of malpractice. Yep, call your state medical board and ask them what to do.
Alternative is to hire a lawyer which could cost you lots. Good luck.
