"To loiter is to hang around a place with no real purpose, usually somewhere where you are not welcome like under the 'No Loitering' sign at a convenience store." Then again I have seen: (incl) 'to be in someone's way or obstruct passage.'
For example there are low-lives who hang around the bicycle rack at the library where I am. A no loitering sign was put up 15 feet away under an overhang where our homeless get out of the rain. The sign worked for a several months; less now; I'll report 'em if they become more annoying.
As for the ppl right there exactly by the bicycle rack, I keep watch for someone getting in my way. ("Make my day;") I'll go in and complain to security. My library (in town of 100,000) has 3-4 refc librarians at the main desk, others about the building, and 5 security officers.
A small town with no power-vehicle seems like a
*trap!* Jeez Louise. Any chance of getting to a different town? I've bicycled for a year now, but have a motor-twoWheels in the works. This culture is a pony-centered culture (cf certain Indian tribes.) So many things are geared for having a car. 20 years ago I had one of those, but now it is biking, & maybe a 49cc thing, and (if I can get it repaired) a beemer.
I hope it is at least thinkable to get yourself to another town where there is a larger proportion of non-idiots.

the whole county where I live is known for its redneck idiots, with the towns about ten miles north notorious for people from my town who exhausted landlords they could skip out on, and so have to live in the even worst redneck hillbilly idiot towns.

the two adjacent counties, more urban, make sure to joke of this area----think of "tobacco road", though in pa.
