I have also faced the issue where sleeping pills are ineffective. That being said, there are many different kinds and perhaps one of them could help you. You may also want to see a pdoc if you're not already in order to treat issues like anxiety, depression, etc. Anti-depressants and benzos help me relax and stop dreading life. I hope this helps.
I have good news for you. You can make this better. Maybe not perfect, no one can do that, but you can absolutely make it better. I'll prove it to you right now.
If you are really getting "1-3 hours" of sleep per night, try scheduling yourself a maximum of 3 hours in bed and no more every night for the next week, and see what happens. Under no circumstances should you let yourself fall asleep except in bed and only during those times you allow.
I can pretty much guarantee you that after maybe night 2 you would be out like an absolute light for your predetermined time.
Why can I say this? Because you are no different than any other mammal that's ever lived anywhere anytime on this planet. Your mind-body's physiological requirement for sleep is like breathing. It is stronger than your insomnia.
In reality I don't think you should try this little experiment, unless you are under the supervision of a doctor 24/7. Some sleep labs do stuff like this. In that case it might work.
But short of that there's lots you can do. You can basically structure a situation that stacks the deck in your favor for better sleep. Work with your doc for sure, but check out CBT-based sleep training methods for adults. These are evidence-based drug free ways that will help. That's what I use.
