But I would add that "sleep state misperception" is very common among insomniacs. We commonly underestimate how much actual sleep we are getting by an hour or more each night.
There's a good chance while these hours are apparently flying by that you actually are asleep, possibly in a lighter stage of sleep such as stage 2, or possibly deeper, and don't realize it. Because you are, well, asleep.
You can also try simple relaxation and deep breathing exercises while in bed "bored and restless" to help yourself feel more drowsy. Which then leads to sleep.
So my take is yes. Give yourself the benefit of the doubt. Give yourself the benefit period. Because going easy on yourself helps reduce stress about sleep, and that tends to improve it.
