Hepatitis C is a blood-borne viral disease which can cause liver inflammation, fibrosis, cirrhosis and liver cancer. The hepatitis C virus (HCV) is spread by blood-to-blood contact with an infected person's blood. Many people with HCV infection have no symptoms and are unaware of the need to seek treatment. Hepatitis C infects an estimated 150-200 million people worldwide.
The lower the VL when you start tx, the higher the odds of your clearing.
The higher VL is harder to beat but not impossible.

1 million is not high; mine was 1.27 when I started tx.
Keep in mind that your VL is not that big of a factor when you are making a decision to do tx.
What's more important is your grade/stage. What were the findings from your biopsy? If you have little or no damage and have little or no inflammation, then you could consider waiting / postponing tx.
Just so long as your realize that the longer you wait, the harder it will be to clear. It's easier to clear if you are younger, have a lower VL, and are in good health. As you age, you start to have other health issues that could complicate your doing tx. Age itself is a factor and numbers seem to indicate that older people have lower odds.
Once you have had your biopsy, you need to sit down with your dr and discuss what is the best decision for YOU.
