When I was the latter, and my "initiated" calls were always "cut short", I told my friend, how I felt. Turns out she was really busy, but did make the effort to spend a little more time, and our calls are more evened out. So, it was a good outcome - to just be honest.
Do you say how you feel, then -- or is it, Obvious, - the person is selfish? or self - absorbed? or too busy for anyone else?
she may be busier, more fulfilled in other things, have closer friendships in her life, than you may be or have in yours at this time of your life?
unless you fee that you two are the closest friends to EACHOTHER than you may just have to accept that you are the one needing her friendship at the moment and thats ok - i mean if she\'s a good friend when you call on her - whats the real problem other than you feeling not as wanted?
