I suggest you bring it up by stating the specific things you want to improve in your relationship. Try not to make it about him specifically (if there are things you want him to change). Instead maybe you can say things like "I want to improve our communication." or "We can learn to get along better." whatever applies to your marriage of course. I definitely suggest you give it a shot.
As far as cost, we go to a subsidized priced counseling center. Idk of this would apply to you but you can check it out.

If each of you have EAP, you would be able to get 2x as many covered sessions.
Youd have to look into it at your employer.
Otherwise, you might be able to do X number of sessions with your insurance, and x number of sessions with his - its probably a good thing you have separate insurance plans (though, I have never heard of that myself with a married couple).
I can tell you have a project in mind and there is a challenge of leading someone who is not receptive, so getting strong on your own first will work in your favor.
As far as insurance - usually the office will pick a primary person to charge insurance for couple's counseling. I would imagine it would be you.
If you have 2 different insurances, the therapists will take either yours or his, you can still be seen together and/or separate. Just ask them how they want to do it.
If your partner thinks it is dumb or a waste of time, then it is not going to work. (Unless he is open minded and willing to at least try it and see.)
We are going to our third session tonight. Way too soon to tell if it is helping at all.
Call around, ask questions of therapists as to what type of therapy they can provide to see if you will be a good fit, ask about insurance and payment plans. You are the client and have the right to ask them these things. Take your time in finding a good therapist.
If your partner won't go, maybe consider going alone.
