If it helps to break up in public, do so. That way you can leave if he starts arguing. Write a script for yourself and practice it so you don’t get caught up in the emotions of it.
Quite honestly I would not preface anything with “I love you but,” or telling him what you need. You can say that at another time. If you worry about framing the break up conversation then it just gives him room to talk you out of it. It’s like a bandaid. You just might have to rip it off. He will kick and scream but that is about him, not you.
Ultimately it will be the best thing for both of you.... If you don't want to be there it's an injustice to you both and you'll both have a new start
