Went to the eye dr 10/17/11 and told him about my TED and buldging watery eyes. He said this happens when I sleep because my eye don't shut all the way the dry out so when I way up they water all morning until lunch. He gave me over the counter gel eye drops by Alcon.
I did this last night and no watery eyes in the morning. If you still have problems you can put regular eye drops in the morning and this should stop them from constantly watering.

What your doc told you is correct. When your eyes bulge from TED they dont close all the way while your sleeping and they dry out.. Using the gel helped me alot. During the day I used Natural Tears to keep them moist. What also helped me a lot...especially during the winter when the furnace is on is a humidifier in my bedroom....I think that worked better than anything.
When your eyes water it means they are drying out...this took me a while to understand but its true. During the day I also used safety glasses to protect my eyes from the wind and large sunglasses on sunny days to help stop the discomfort from the sun.
