Unfortunately even with RAI treatments, one still has Graves' Disease for life. Many people with RAI still continue with symptoms.
How are your husband's thyroid levels of the Free T3 and the Free T4 doing? These can be within range and considered normal even though the ranges are not his normal.
I wonder if your husband is too hypO with the weight gain symptom you talk about as well as the insomnia?
If you could post your husband's thyroid labs of the last few times and how much replacement med he is on, we can put our heads together and try to help him get back on track.
