This community is dedicated to grandparents who are the primary caregivers of their grandchildren. In cases where the parents are not willing or able to provide adequate care for their children, grandparents may take on the role of primary caregivers. Your daughter would get added stress of 2 kids emotional and financial needs,one she'll find she's not bonded to, Whose emotions will roller coaster.
Find a therapist, doubt very much they would recommend reunification in current circumstance . My sister is a highly educated and licensed therapist and tells me absolutely don't return the two I have because the kids and the mom can't really handle it.
It breaks my heart, and I hope to see improvements that would change the outlook, but moms tears and my guilt complex can't be leveraged to risk kids mental health.
When my emotions are not so raw, it know gd's place is with me and my husband...just want to be sure I'm seeing clearly.

daisydduck, Thank you. Another one that is spot on! I sometimes pity dd. I have considered calling the police, but we did that so many times when she lived here and they did nothing! Even went so far as to ask husband for his driver's license, as if he did something wrong! Since the drugs were in our home and not on her person, they claimed they could do nothing, even when she was on probation! I have some harsh feeling for the police in our neighborhood. One cop told me he's seen worse, I got so red in the face that I had to leave the room. Otherwise, I would go on a rant...I mean, I pray he doesn't tell victims of rape things like that!!!
A transition from parent to another care giver needs a care giver who is stable. A child who has been bounced around, ends up in a stable home then gets sent back to a parent that has issues will learn how to push every button there is to push. When they take out the frustration on the bio the bio can not deal with it and falls apart quickly.
I have a ten year old who was returned to mom as a eight year old. Bio tried to "reprogram" the girls. It did not take long before she was asking why her kids hate her. Why? Cause she projected her issues and hate on to children, she would lecture them for hours every day about how she was a good person and the rest of us were devils.
It is not just the question of can these bios finacialy and physicly take care of these kids but can they deal with their own and the children's mental state. Just picture these bios dealing with the shit we deal with daily, do you think they can handle the sibling bulling, the tantrums, the counseling appointments, the lack of sleep, the Grammy does thing better, the homework ?

nothing they could do. As bad as heroin overdoses have become, I'm hoping the responders might be more concerned now about heroin addicted parents, but I think you will need way more evidence than her telling you she smokes twice a day to get anyone to intervene. Warmest wishes,
