This community is dedicated to grandparents who are the primary caregivers of their grandchildren. In cases where the parents are not willing or able to provide adequate care for their children, grandparents may take on the role of primary caregivers. I don't know if this would work, but maybe if everyone is given the opportunity to suggest and/or volunteer to help...
I don't know if you can get your mom to change, so maybe a family meeting could help?
I would like to say that I am so very sorry for your situation. I hope that you are able to work something out. I agree with the other's comments. If you have tried to talk to them and they still don't want to do anything, then you are really left with no choice but to start evicting them.
I don't think at this point, you can just stay out of it. You would probably regret that decision in the end.
Also, you have taken on the responsibility of your grands for a specific reason as well as the POA of your parents for a specific reason. I don't want to sound harsh here and I am sorry if it does. Are your parents worth any less than your grands? Meaning, would you allow your grands to live in this situation? Since your won't/don't/aren't then why let your parents live in this situation?
If it were me, I would go to the free loaders in your parents house and give them one more chance. Make it well known what you intend to do if they don't. Then stick to your guns and evict those who aren't willing to help your parents and themselves.
