Dont know if this could be stalking, and you dont know if daughter will give you a straight answer either. Probably you could also contact camp officer. They have lots of people like chaplains who might intervene. Remind whoever you contact about safety of children, etc. I'm just thinking out loud here...what would I do?

Contact the army. They will find out whether she's been leading him on or he is stalking her. If you have return address or post Mark they should be able to locate him.

I know she led him on, and he probably went to boot thinking she was apart from current bf. she admits she got some money from him before.
