Foster care is a system by which a certified, stand-in parent(s) cares for minor children or young peoples who have been removed from their birth parents or other custodial adults by state authority. Responsibility for the young person is assumed by the relevant governmental authority and a placement with another family found.

My little foster daughter is 2 and been horrible since day one. Love her now, which is the only thing that is keeping her here. I have wanted to pick up the phone many times. It is constant and I mean constant misbehaving. Baby proofed as much as possible, but other kids leave things unlocked or laying around. Bam, she is into it. Tearing up or tearing out. Mess. Just wondering what the out come was. Starting therapy , think she is too young for it.

We have two 2 years old foster boys but 1 is so bad. He doesn't talk like the other, cries a lot for nothing, tried to lock the other one in a closet every time he has the chance to and sock and choke the other one occasionally. Then we showed him to be gentle to the male Maltese we have by showing him how to caress him which he will do in front of us but if we don't look he will stomp at him. It is gotten so far that every time he approached the dog that he will growl a warning. He doesn't do this with the other kid. Then he already has drawn blood on my wife's arm with his nails and while the visiting therapist was present had his hand grabbed my neck. He has two beautiful big eyes but sometimes when he doesn't want to do what you ask has this this eerie smile on his face.
It scares me because I look up in Google images the faces of smiling Charles Manson and it has the same look.
I wonder if a two year old can express psychopathic tendencies.
Btw he was a meth baby. My wife want him removed before he hurt the other boy but I hesitate a bit since I feel sorry for him and don't want him to be moved from one foster parent to another.Maybe we can treat him with a good team of therapists and prevent him from becoming a monster. He has moments of tenderness and affection and he is attached more to me than my wife.
What should I do?

If it was me, I would have him removed immediately. Along with having issues with the other boy and your own personal safety (both of which, at that age, you can probably handle) he is a danger to your pets. If your wife wants him gone, he is also stressing your marriage.

You need to stop feeling sorry for this little boy! He needs help. It isn't safe for the other child or your wife. It is your responsibility to protect the others in your home. We have been through this situation and have no regrets in having the child not being in the home. It is a possibility that once removed from your home there is someone that can help him where no other child or animal is in danger.

With many of these children RAD is a major issue that DCF won't admit to as they would have to spend the funds on treatment. You are not doing him any favors by keeping him untreated in your home. If you report the behavior and have him removed, they will have to act one way or another. I'm so sickened by how the state doesn't get children the treatment they need to get better. He is not going to get better; he is going to get worse. You need to be proactive.

Thanks for all the comments and suggestions. He seems to be improving a bit and the other child moved to an address closer to his birth-parents so we can spend all our time and energy on him.
Next week he will start therapy. So we are not giving up on him yet.
I wonder if his behaviour is some kind of ADHD (ADD). I've noticed that from the 3 children we had the past few months of the same age he has the most problems focusing like watching a children program on TV.(Disney Junior) Can that happen at that young age? I just sign up on Webmd group on ADHD to see what for info I can find.
