I, too, am in Chapter 13. I actually owe IRS from several years back and my attorney failed to include them in my list of debts. Bad attorney! What I found out on my own without any help from the attorney is that as long as IRS knows an individual is in Chapter 13, they will not pursue collections and I think I recall that interest does not accrue. However, they will initiate aggressive collection efforts once the chapter 13 is discharged. IRS did not know I was in Chapter 13 until I called and told them. Once I did, collection activity stopped. I will have to make sure I pay them as soon as my bankruptcy is discharged (not dismissed as what would happen if I did not.make my payments).
I filed bankruptcy in January 2012 and I received a refund for every year that I had a refund due. They did not garnish it for my tax debt. However, I did file an amended return for 2010 which resulted in a refund of about $2000. I did not get that money, though, as they held it for a balance due that was due prior to my filing bankruptcy. I also owe from last year and this year. I received a letter of collection for last year and I called them promptly and had to again inform them of my status.

In my experience, the IRS can be pretty reasonable to work with. Yes, there's a lot paperwork to wade thru. And because of the bureaucracy, the process can take a lot of time.
From what I understand, they won't forgive actual taxes due but they'll definitely work with you on a payment plan for the amount owed.
