Family issues is a huge range that go from minor conflict to major misbehaviour and even abuse on the part of individual members of the family occur. Whether you feel you are in a dysfunctional family or you're dealing with a very specific issue, this is the place to talk about it and find others who might be going through the same thing.
To sum up the situation, my mother is going back to college to get a nursing degree, so I've been helping with bills and ensuring my 13 year old sister gets to school on time.
My current job of four years has cut my hours down to only 22 a week, they pay me minimum wage, and there is no room for growth. So, naturally, I'm seeking better job opportunities. Instead of being happy for me going on interviews, the only thing that comes out of my mother's mouth is "I kinda need you to help me with your sister."
My mother would prefer I make shit wages and have no chance to climb ranks because she's afraid my 13 year old sister can't get up for school in the morning and get on the bus alone... What am I supposed to do??

Time is going to fly by. Your sister won't be 13 forever. You'll secure a better job. Your mom will get herself through school. Life will get better. And the days will get better if you and your mom and sister can all sit-down and respectfully let each other know how you're feeling and what you need from each other.
Your mom needs a little help with your sister, you need a little more praise or attention, and your sister needs to become a little more self-sufficient, or at least that's what I'm gathering just from your post. :)
