As the story says Dr. Montaldi was in charge of Florida's Sexually Violent Predator Program until the Sun-Sentinel ran a story titled Sex Predators Unleashed which has grown into it's own micro site.

The Sun-Sentinel painted a picture of this guy releasing sexually violent predators who went on to re-offend because the number of referrals for civil commitment dropped drastically during his tenure and criticized him for making this statement:
"The value of liberty in a free society must also extend to society's most feared and despised members. The civil rights of even sex offenders is still an important moral value."
The thing is the Sun-Sentinel didn't point out a single person released during Montaldi's tenure that went on to re-offend. All the accusations were made by inference and innuendo but Rep. Gaetz and other legislators bought the story hook line and sinker. Another thing the Sun-Sentinel failed to mention was that the State ordered an independent audit of the program and the auditors found the single biggest issue with the program to be over committing individuals!!! It pointed out several times the vast majority of offenders did not go on to re-offend and even with the drastic drop in referrals Florida was still subjecting far too many people to civil commitment. Dr. Montaldi was sacrificed for a miserable excuse for journalism.
I'm actually glad to see Wisconsin was smart enough to hire Dr. Montaldi

Until I see Wisconsin either pass more reasonable statutes or repeal some of the absurd ones they have already, will I believe they are showing signs of intelligence. I like WI and all, I have lived here most of my life, but I see the folly that is the 'progressive' government that we are supposed to have, that tickets and fines people for 'gathering peacefully to express their views and opinions in our capital' (a complete violation of the first amendment of both the state and federal constitutions).
I know, small victories... but when all it is is taking one step forward and two steps back I fail to see the real benefits of it. They may have slowed the civil commitment of many individuals but it certainly didn't stop them to from changing people's sentences and barely let them defend themselves against it. (a person that is going to court for civil commitment only get 30 days to prepare a defense, because by law that is the least amount of time that the prosecution can notify before the court date. So with the cards stacked against them they take their PD and go to court to have their sentenced changed from a mandatory release date to never being released.)
But, believe it or not, WI is one of the better states to live in once you're off probation / supervision.
